With reference to paragraph 2 of your letter No. 287 of the 14th. instant, I have the honour to re- quest you to be good enough to inform me what will be the direction, length and dimensions of the proposed pier, and also what rights the Naval Authorities will expect to acquire over the water area in which the Torpedoes will be discharged.
